Small plots can be merged together, recommends review panel
Delhi- An advisory committee reviewing land laws in Delhi has planned to allow the owners of small plots to merge land and make it a bigger space.
The advisory panel on mid-term review of the Delhi Master Plan 2021 (MPD-2021) has recommended that only the plots with an area up to 64 square meters are allowed to be merged and only two plots can be merged this way.
Official sources said that the landowners in upcoming townships in Dwarka, Rohini and Narela, are supposed to be benefited by the concession. But as of now, there is no such concession made available in the master plan.
The maximum ground coverage, parking space, dwelling units, setbacks, etc. shall be for the merged plot size and the local authorities have to modify the layout plan accordingly, said an official.
Initially it has been proposed that the plot size shall be set 100 square metres for amalgamation of smaller plots, but the advisory panel decreased it to 64 square metres. Plots bigger than 64 sq m may lead to pushing out the low income group (LIG) of beneficiaries whom the original scheme was planned for and this may lead to decrease in housing stock. Considering this, the cap was reduced to 64 sq m.
Other recommendations by the review panel include increasing the maximum permissible height for buildings with stilt parking to 17.5 metres, which is currently 15 metres. This decision was taken after observing the acute parking shortage in the city, said official sources. Already municipal officials have sent this recommendation to the Lieutenant-Governor for consideration.
The vice-chairman of Delhi Development Authority (DDA) has been authorised the power to issue public notices to invite suggestions and objections for these modifications. Hence the recommendations will not have to be tabled for any approvals by the DDA or the Urban Development ministry.
An official said that, under Section 11A of DD Act, the proposal for modification in the MPD-2021 will soon be submitted with draft public approval of the Lieutenant-Governor for inviting objections/suggestions.
The review panel has also recommended few changes in public and semi-public facilities. One such recommendation says that up to 15 percent of maximum floor area ratio may be utilised for residential use for plots allotted to political parties by the government land housing agencies.
