Suburban areas need clear infrastructure plans

Chennai- It surely takes some time for areas located in the city outskirts to get reasonably priced civic amenities, observes urban planners.

Projects have been announced in the suburbs even before the land acquisition formalities are completed. Areas such as Oragadam and Sriperumbudur lack basic amenities such as water supply, sewerage system and health and recreational facilities.

Despite of the fact of poor social infrastructure, developers start developing housing projects and selling them too. All they need is a road connection to the plot for permission to develop mini-townships.

It will take time before the law and market catch up with the fast-paced development in and around Chennai, said former Chennai Metropolitan Development Authority (CMDA) chief planner, Anantharanjan Das.

Adding to this problem is that the development control rules, which are set particularly for city are also being applicable to suburbs. A high rise building is allowed in city if the approach road is of certain width. The reason behind this rule is being that wider roads would have storm-water drains, underground sewerage and electricity lines, explains a CMDA official.

The Chennai Metropolitan Area (CMA) planning permissions are mostly based on the builder getting ‘No Objection’ certificates from Metro Water, electricity boards, traffic and fire services. And if a builder wants to build a 27-storeyed complex beyond CMA limits, it goes to the directorate of town and country planning and local authorities who don’t thoroughly scrutinise the applications, says the official.
