Transport Ministry revises toll
The Ministry of Road Transport and Highways (MoRTH) has come up with revised toll charges for four/six-laning expressways. The center has suggested that the investment will be rationalized its existing tolling norms across the 35,000-km stretch of National Highways.
The road ministry has vocally confirmed that the affair of permitting road companies to collect toll now and pay the government later would be done under the legal framework, hence the toll charge might slope down a bit.
Important changes in toll charge rules:
Now center has asked that, the toll will be charge only once the stretch is entirely complete and not from the date of the mere presence of their road materials or other road infrastructure support system. Already the Ministry of Road Transport and Highways (MoRTH) has moved a Cabinet note, which proposes several other changes too in the existing toll system.
It is proposed that the concessionaires to charge only 80 per cent of the toll during the time of construction. Now the developer’s time will be calculated on the date of beginning of the project on ground zero unlike the existing one.
The revised changes will delink toll determination with investment. Hence it is decided that toll charge will be on the basis of tenure not on the point of investment recovery.
The present situation is that developers start charging by installing a toll plaza once an MoU is signed. According to one of the officials, a developer can only charge once the road is complete. This move will also put a pressure on the concessionaires to expedite the project.
It has been also noted that to make it easy for the developers on almost 15,000-km NH stretch across the country is10 meter or less width than and these stretches are toll free. There is no proposal to review the 2008 National Toll Determination Fee Notification to remove toll on less than 10 meter wide NHs.
Toll charges:
The toll charges will be changed for both developers as well as the travellers. Charge toll amount to 80 per cent of the total value of 10 meter width highways undergoing lane conversion to four or six lane.
Hence the denomination came to nearest Rs 5 to benefit the roads users in terms of time and put an end to regular spat between tollbooth operators and commuters. The toll regimes have requested the authority to make all toll charges in round figures.
These changes will take place for all upcoming Expressways, including the Delhi, Meerut, Ludhiana, Jaipur Expressways, the tariff should be 1.25 times of existing toll tariff on six lanes. The Government is on the way to finalize all the revised terms and conditions for the proposed road regulator by the end of this month.
