Unauthorised plots in Chennai may get approval

plots in ChennaiChennai- People who have bought unauthorised plots in residential layouts on or before July 2007 gets a sign of relief as government may approve them after imposing penalty.

This was also done earlier for illegal buildings. The Chennai Metropolitan Development Authority (CMDA) proposed to government to relax norms for approval of unauthorized layouts. This proposal was given at a meeting of the CMDA’s top decision-making body.

Over last few years, there were many such cases of unauthorized plots in the Chennai Metropolitan Area (CMA) and in areas under the jurisdiction of the Directorate of Town and Country Planning (DTCP). Till now, only those residential plots in Chennai are approved which were registered before December 31, 1989.

Government adivsed CMDA to come up with a solution to all unapproved increasing residential layouts instead of limiting their exercise. State housing department has also decided to coordinate with municipal administration and rural development departments in this regard.

According to a senior official, this decision cannot be taken without consulting municipal administration department and rural development department as they also have powers to approve plots. Plots of village panchayats are approved by the rural development department and plots of municipalities are approved by the municipal administration department.

He added that support of land registration department is also important in this case to ensure that registration of unapproved plots do not take place in future. It is expected that a meeting will be organised by chief secretary to finalize the action plan.

CMDA officials pointed out the problem in DTCP limits where only few cities and towns are ready with their development master plans. DTCP defended themselves by highlighting that many people are converting their agricultural wetland and then selling it to buyers with the approval of village panchayat presidents and ward members who have no legal sanctity.

Some realtors feel that strict action must be taken by panchayat presidents and ward members. For such plots, the buyer cannot take loan from bank. This problem increased after the restrictions on conversion of agricultural wetlands into residential plots.
