WAKF land issue in capital city
WAKF is a non-governmental organization registered with the Government of India and head quartered in New Delhi. This is a charitable trust who targeted projects to provide a whole lot of social services to the underprivileged in India.
There are around 158 Wakf properties in Delhi which are under the illegal encroachment of Archaeological Survey of India. The current annual income from these properties is near about Rs.163 crores.This is a moveable or immovable property in Delhi which is used as pious, religious, or charitable. The basic focus of Wakf is charity. In literal terms Wakf means endowment of movable or immovable property by Muslims for the welfare of the poor and needy and for maintaining properties dedicated to tombs, mosques, orphanages, shrines and madrasas.
Its is statutory body constituted under the Wakf Act 1995 to administer and manage Wakf realty estates.
WAKF Land prospect:
Almost there are 70 to 80 per cent of valuable Wakf properties worth several thousands crore rupees spreading all over the country have been encroached upon or illegally occupied. The total area under Wakf properties all over India is estimated at about 6 lakh acres and the book value at about Rs 6,000 crores. A recent estimate of the current value of Wakf properties in Delhi alone is in excess of Rs. 6,000 crores. The current market value of the Wakf properties can be put at Rs. 1.2 lakh crores.So the current return of 163 crores on the current market value comes out to a percentage of 0.135 which is a bad graph to follow.
Location:
The Foundation has recently bought a land measuring 1100 sq yards near Kalindi Kunj, New Delhi which is used to accommodate 300 boys & girls. All the properties worth millions of rupees as they are located in the prime locations of Delhi, like Connaught Place. WAKF is in cities like Delhi, Kolkata, Chennai, Bangalore, Hyderabad, Mumbai have several thousand crores properties present. Among all these properties capital city of Delhi alone have several Wakf properties in the fully developed commercial area. There are 123 properties were in prime locations including areas of NDMC, Connaught Place and MCD areas which the Central government had transferred to the Delhi Wakf Board but they are still under litigation for more than two decades.
ASI viewpoint towards properties of WAKF:
WAKF properties in Delhi has been encroached by ASI. Among 685 encroached properties, there are 373 which has been encroached by the public while 114 by the Delhi Development Authority (DDA). Among them 26 properties are held by different government agencies.
Impact of land market:
Real estate prices will get good attention soon as Minority Affairs Ministry has decided to cash on the WAKF properties by exploiting them commercially for the welfare of the community.
There a large number of plots across the city which is dedicated to Wakf and some of them are at prime locations which can be used for commercial purposes. Few days back, in a public bid the Delhi Wakf Board has issued about 1,050 eviction notices to end illegal possession of its land. Although after the land is been dedicated to them, it has not witnessed any change with sub-divisional magistrates (SDMs) failing to execute the notices. Recently the board has decided to track down the encroachers, who have legally occupied the land for year. The board officials will soon meet the divisional commissioner of Delhi government to expedite the eviction process.
