Today, most of the buyer choose under-construction properties to take the advantages such as lower cost and greater customisation freedom but many buyers does not know that under construct property has various hidden cost and lots of risk involved till completion of the project. Service tax and VAT which form an essential part of the cost while buying an under-construction property.

Q: Hi, I bought a resale flat in Jan-2011. The building was completed in Sep-2009 and had Occupancy certificate. Previous owner bought the flat from builder. Now Maharashtra govt has notified for VAT payment at 5% for the property built between 2006 to 2010. I am not the person who bought the flat from builder, rather bought from the first owner. So in case builder demands, am I anyway liable to pay VAT?

One of the most biggest change expected from better FSI is improvement of infrastructure in old city. The fast urbanization of Pune has put extra strain on the prevailing infrastructure, in particular within the core areas. In localities such as Kasba Peth, Somwar Peth, Mangalwar Peth, Raviwar Peth, and many others it is less difficult to enforce infrastructure upgradation rather than bringing in flash infrastructure. This may most effectively be executed by using growing the FSI norms.

Hi, As per my knowledge, the government can also be stressing on the construction of the green building within the principal localities and at the same time is promoting cluster progress. This may decrease the pressure on current infrastructure and make the zone more liveable.
Pune needs more parking space to avoid parking on roads.redevelopment of more & more old buildings is necessary. So 2 fsi should be given on 1km stretch for affordable charges. This will promote redevelopment & will help to reduce traffic problem.

Some of the pros are far from hustle- bustle of city life, near to airport, peaceful life, etc. Cons can be you staying far from your near and dear ones in the city, all the major shopping centres, schools, railway station will be at the heart of the city. However, I feel that these far end areas will also flourish in near future as there are very less plots left within city limits for apartments' construction. So, all the builders are now eyeing on these areas. Also, now the property rates in such areas will be less compared to the apartments within city limits. Hello Sir, Actually property is near by Sathe Vasti & D. Y Patil College..Survey No-293/6/2..... What will happen if later such plots becomes residential zone and comes under PMC? The builder has not left utility space for common amenities. Will PMC force NA norms and it can affect existing plot holders.?

And it is only possible if the govt. has applied that the Builders or Developers should sell only ready to occupy house/apartments. Govt. should ban selling of pre-launch / under construction projects. It will be a benefit for both buyers and the developers.
You are right Arup, It is true that the bill can help farmers. But, at the same time it will not harm the real estate sector if it is handled in a right manner.

A builder may be happy to refund the amount stated in the agreement with interest and compensation that may be awarded, but the consumer would have to resist the same. It is because the prices of properties are rising over a period of time and the price of a flat at the time of booking is lower and rises with progress of construction.I agree.. As far as Iknow property prices have been stable in the last few years in Pune, a marginal appreciation is likely to emerge in 2014.
I agree Mr Sid that the residential sales have slowed down in Pune but it is also a fact that they have remained healthy enough to sustain the viability of the city's real estate market.This is the reason why developers and builders in Pune continued to launch fresh residential projects in all budget categories

Well guys kuch pane ke liye kuch khona bhi padta hai, we all know that pre launch stage means that no approval and we still buy property to get more returns. We all know that buyers are sellers are making money but I have never seen any real estae enthusiast appreciating a builder of getting good returns from the property.
Q: Rose Icon builder charging 1% extra stamp duty to get flat possession. He is giving me reasons like increase in stamp duty, LBT and Apartment Deed. Could somebody please advise what to do. I have already registered my flat and paid stamp duty in Feb'13.

Q: The current buyers were promised completion in Feb 2013 end. But possession has not been given till date. Few people have started illegally occupying the flats. Builder has not yet obtained completion certificate. It is not clear whether the application has been rejected, or whether the application for the completion certificate was even made. The completion certificate is supposed to be issued by 'Hinjewadi Town Planning Authority' but the contact details of this organization are not clear. Any one having similar concerns please use this forum.

The apartments are located in Singhgad road on Mumbai-Pune bypass road which is well connected to other places like Vadgaon, Swargate quite easily. The area where the apartment is located is approx 14 kms from Pune railway station and about 23 kms from Pune airport. The project has been approved by SBI, ICICI and HDFC for providing loan facilities. One can expect a good returns in future as the region is emerging as one of the fast growing localities. Indeed the appreciation value will be high say about in 3-4 years.

Q: I have purchased a flat in Cilantro in Year 2012 with a promise of getting possession on Dec 2013. Obviously the project is not complete and the completion date is not known. I feel KP is not being transparent of the issues and just keep giving random completion dates. Is anyone else in the same boat as me? I am NRI and just could not keep up with these false promises. The apartments has 13 floors and consists of 2 BHK. Well Krish, the Rs 350 crore project spread over a 57-acre campus will consists 1,000 residential units, which would be launched in two phases. The size of two, 2.5 and three BHK villas will range between 2,000 and 2,400 sq ft. These units will be priced between Rs 70 lakh and Rs 96 lakh.

PCMC region has changed into an IT hub from an industrial and low class municipality area. The locality, which was once considered unfit for residential living, is now offering competition to well-established locations of Pune such as Kothrud and Sadashiv Peth.

Hi Shammi, Came to know that the rentals in and around NIBM and Undri is fetching about Rs. 8000 -10000 for 2 BHKs and Rs. 10500-13500 for 3 BHK's. Since you are planning to let out your 3.5 BHK you can expect a rent of approx Rs. 25000-30000 per month. You need to pay a deposit sum of Rs. 300000 which is refundable at the time of vacating the premises.

Hello Mr.Saxena, as far as i know there are 1bhks and 2 bhks of size 855sqft and 1124 sqft respectively. The basic price told to me was Rs 4850/sqft +aother charges and so a 1124 will roughly cast about Rs 57 Lakhs and an all inclusive of Rs 63 lakhs(approx). can you tell what type are you looking for?

Pune is generally considered a diversified city, so no matter which suburban area you live in. The main think is that the suitable resources are available or not. If anyone is in a daily work-home routine, then it is better to opt to stay in one of the suburbs which is closer to the main city area.

The flats are ready to occupy and has 1 and 2 BHK units. The area for 1 BHK comes to about 630 sqft and for 2 BHK it ranges from 790 sqft. Heard that the price for 1 BHK starts from Rs. 29 lakhs onwards.

Hi Anuj, The city already chocking with increase in the number of vehicles and traffic congestion, open spaces that allow cycling and other outdoor activities have become a premium attraction at residential complexes. In fact the real estate developers have made it a point to throw in bicycle tracks, landscaped stretches or play areas for children in their projects as an added attraction. Importantly, the shift of most residential development towards the city’s outskirts has made it possible for developers to offer these features as large tracts of land are available for constructing clusters of residential buildings.
Hi Rohit, In fact quite a few developers have created facilities for residents to use bicycles within the residential complexes for fitness reasons or for local commute. Township complex Magarpatta City on the city’s east, for example, encourages its residents to use bicycles and has started a Cycling Club with the intention to encourage people to use cycles within the gates of Magarpatta City instead of two or four wheeler. Cycling not only helps keep the air clean, it also benefits our health and is especially good for children. Besides, being a gated community it is very safe for them.

Well Harmeet, Once i visited the same locality but for other project. The project lies at a distance of 1Km from Expressway and Akurdi Railway Station is 1 km from old Pune-Mumbai Expressway. It is just 2 kms from the Nigdi Station, 3.5 kms from Hinjewadi and 5 kms from talwade IT park. All the major civic amenities such as schoo/colleges, markets/malls and hospitals are within 1km radius.

Well Harmeet, Yes, the price is negotiable but only at the time of booking. If you have a good idea of bargaining the prices will reduce upto Rs 4500/sq.ft. This is a PCMC approved project and has got all the project related approvals from them. Almost all the leading bankers such as ICICI, HDFC, Axis, LIC Housing Finance Ltd etc. are offering loan for this project. Builders can arrange 80% of the loan of the property cost.

well veena , i am aware of 2 bhks of size 1050sqft and 1236sqft and the rate of Rs 5100 is uptil the 4th floor. There is increase of Rs 50 per floor from the 5th floor to the 11 the floor. the project is located on 1.5acres area and 2 blocks with 11 floor tower... guess around 50 units are available wen i last spoke to broker.

The locality is close to places such as Kalyani Nagar, Koregaon Park, Viman Nagar, Nagar Road and Kharadi. It has excellent infrastructure and various modern facilities like hospitals, malls, supermarkets, banks, ATMs and many more nearby the project. However, the infrastructure needs to be upgraded. Water supply and power are the main concerns and need to be addressed because these are the basic needs and gram panchayat are taking care of it.

A newly launched project name haven't decide by the developers yet and project is prelaunching phase. It offers 2/3/4 BHK apartments from 1055-2500 sqft, @ Rs. 4600/sqft. Okey. The current price trend in the locality between 4200-4600/sqft. Only two areas in Pune where you get affordable property rate one is Punawale itself and other is Chikali. Most buyers take a delay of 6-12 months as granted but sometimes it can be seen that possession is delayed even beyond the given period. A developer liable to refund the money obtained from a customer with interest if he is unable to justify non-completion or delaying possession of his project. Well Sunil, Due to the flow of working people in the city, the demand for budget or economical properties is high. The areas closer to IT hubs such as Viman Nagar, Kalyani Nagar or Koregaon are already developed and but they are offering properties at high prices, whereas Dhanori is still fresh and is coming up with several new projects that suit all class.

By Dakhil Khariz, the new property owner gets the property recorded on his name in the land revenue department and the government is able to charge property tax from the rightful owner. Hi Sundeep, Yes, mutation is a vital document if the ownership related to land but it require when you sell the property to others. Mutation is recording the name of the valid owner in respect of a property.

@Rohit, The current residential property rate in the locality is between Rs. 5100-5300/sq-ft. It also drives the residential demand across East Pune areas such as Wakad and Baner. At present, the rental values in the locality differ from Rs 12000-16000/ month for a 2BHK while a 3BHK is available at Rs 13000 to 20000/month. It has several residential locations such as Wakad and Baner etc.

Hi Jayesh, I strongly disagree with the comment that the drinking water is contaminated in Phursungi being one of resident of park Infinia. There's a water treatment plant in Park Infinia. I have been staying for the past 2 years and haven't faced any water problems. Yes, once in 3-4 months there's a cleaning of water tanks scheduled and so that day there will be a water cut.
@Jayesh, But yes, there was an article in times of India few months back that said about water contamination in Phursungi. But that doesn't mean that the same water is being used in our homes. If that was the case then everyone in Park Infinia would have been in Hospital. So, don't go on any rumors, visit the site personally or made discussion with the developer.

Hi, I know that they didn't get EC and there are issues with EC in phase-I but good thing I liked is that they did not stop thier work. While they did not increase the floors in few of the towers and kept it on hold, they did work on -1 parking and podium amenities. Hello Alok, According to the Maharashtra Pollution Control Board it was decided to grant consent to establish for construction of residential project on total area of 19500 sq-mtrs. and total construction BUA of 46783.2 sq-mtrs subject to verification of stop work from SRO/RO, by imposing following conditions: 1) PP shall submit bank Gurantee of Rs. 5 lacs toward compliance of consent conditions. 2) PP shall submit an affidavit within 15 days in the prescribed format towards not taking further effective steps prior to obtaining the EC and BG of Rs. 10 Lakh for ensuring the compliances.

The sarpanchs' who had been issuing building permits for years were suddenly devoid of this power. Many MLAs of the several locality had demanded correction to this rule as villagers living far away from the district headquarters were having a hard time obtaining building permits. Well Vinay, Cost of 2BHK is Rs. 72 lacs, 3BHK, Rs. 1.04 Cr. to 1.05 Cr. an 3.5BHK in 1.43 Cr. A week back when i was making an inquiry for this project, i found that the date of possession will be December'2016.

@ Rohit. There is no doubt that renting a property helps to generate an added income and also to reduce the chances of maintenance issues which tend to develop in a vacant house. Usually NRI’s purchase a property in India just for the sake of good long-term returns. However, renting out their properties has become a trend among NRIs in the last few years as it makes economic sense.

For 3 BHK in 843 sq-ft. you have to pay 20% of the total agreement at the time of booking, after completion of the plinth work 10%, on completion of 1/3/5/7th slab 10% on each, on completion of the brickwork 10%, after flooring 5% and on possession rest of the 5%. Nowadays Pune real estate market shown increasing demand for commercial space. While residential demand remained low with buyers adopting a wait-and-watch mode, market for luxury properties saw an upward movement due to demand from the NRI segment.

Believe me......this is really a good way for made discussion on current topics and let the people aware of the current events. What you have mentioned above it clearly indicates that the committee did not agree with earlier proposal that a person holding more than 2 apartments or plots in the same project should be treated as a promoter. @ Rohit, Over the last few years, the price trends in Baner have been consistently increasing. While the price range in the locality six years ago in 2009-2010 was Rs 3300-3750, at the end of the June 2015 quarter, there was a significant jump as the price range reach at Rs 6850-8200.

@ Rohit, Baner resides merely 10 km from Hinjewadi, which is the Information Technology hotspot of Pune. Proximity to corporates and MNCs located in Hinjewadi is a major demand, driver. It is about 50 km from the Mumbai-Pune Expressway, another plus in its kitty as far as the location is concerned.

Flat buyers are waiting for possessions 3-4 years after paying 90% flat amount is not good. Builder is good so should give possessions on time.

Q: I am disappointed with delays in getting our home. Assured frustration. We are sick of empty promises, they guaranteed to give us possession by Dec 2014, and we took their word for it and now we are paying Rent and EMI. Uncertain about the possession date though given in writing which is farther then the verbal promises, In fact the date promised by a VP has also changed. Split AC, Modular Kitchen, and Hob and Chimney everything changed from as presented in sample flat at the time of booking. They are not open, ethical and transparent the customers. They have only one answer for any of you questions is a management decision we can not do anything. Careless in terms of documentation and need to follow-up many times. Construction is very slow and had stopped for months. And they have their golden rule to always adhere to timelines and commitments.

Q: It seems the project construction began few years ago but still construction is not in full swing.Also please let me know when the booking started? Though project is located at prime location why the construction and bookings are very slow as none of the buldings are sold yet.

In my point of view builder, person is very polite and providing full details about this project and I also research about this builder from the internet and I found builder reputation is good in Pune city. Hi , Purchasing property is one of the biggest achievement of every person in life and it is good that you should know each and every aspect related to property and under certain circumstances, a buyer has to deduct tax and remit it to the government.
Thank you for your valuable inputs but I would like to add few more points that in order to facilitate better reporting of property transactions and payment of capital gains tax, the government introduced a Tax to be deducted at Source at the rate of 1% on the value of the transfer of the property where the sale amount exceeds Rs 50 lakhs.

Hello Priyanka, I am 27 yrs old and booked 1 BHk unit in Pune.I think BHK size purely depends upon the requirement of individual buyers. A 1-BHK apartment comes at a nominal price. Other than that, it is easy to maintain. This unit size is ideal for bachelors living alone. Even couples often chose such an apartment for the matter of convenience and budgetary constraints. A 1-BHK apartment is cozy and is ideal if one is in a moving job.

Q: I have purchased flat in Acme Ozone's Basilia building and its been more than 6 years to that. Since there last slab completion they are taking too much time for internal work. I am not sure if builder is committed towards delivering possession anytime soon as everytime we ask we get either unrealistic date for some months and then we get date of 6 months later. Hi all, Axme Ozone-2- The new towers are expected by Dec 2017. Two towers were already delivered at 2014. Just keep some more patience if you waited for long years. There is nothing in court cases. Even court procedure is too lengthy and you have to wait for long years to get judgement.

Who are you? Are you one of the employee of Acme Group. They are the worst builder in MMR. All of their project are delayed and buyers are facing lot's trouble paying huge EMI. They invest their hard earned money and still waiting for their flat possession since 5 years. There are multiple court cases against the builder and Police cases for misleading the buyers and grab their money.

As far as builder is concerned, Infra Landworld is a new builder is Pune and Ambar lake view is their fisrt project in Pune. So, there is no much information about this developer. But before investment, ask for the sale deed and complete approved plan, check whether the land is agricultural or residential and then proceed. If it is a agricultural land then ask for the conversion certificate. Good evening Anthony, I live in Pisoli for last 7 years. It is one of the fast developing suburb in Pune. It is strategically located as the Mumbai-Pune bypass lies in its proximity. It is few km from main Central Business District (M.G. Road) of Pune and is a short drive away from National Highway 48 (Mumbai- Pune bypass) thus making the location easily accessible. Due to influx of IT and commercial growth of the city, property prices skyrocketed in the established locations thus forcing the developers to start exploring new and affordable location which would have accessibility and acceptability. Sasvad Road and Phursungi Railway Stations are the very nearby railway station to Pisoli. However Pune Junction is major railway station near to Pisoli. The state-owned buses run from Pisoli to different places thereby boosting its connectivity.

Hi Ashish, One of my colleague has recently visited Aditya Nisarg Palms, he had a wonderful experience out there. The flats are extremely luxurious and spacious. Road connectivity is good. You can visit at Nisarg once before booking. And do all ur due diligence before booking. Apart from that, there is a multiplex (City Pride) which is located at a distance of 7 kms via Wakad-Bhosari BRTS Road/Wakad-Nashik Phata BRTS Road and NH48.

Hello Nitesh, Pashan is a suburb of north Pune. It is located off the Mumbai-Bangalore National Highway which is also known as (AH47 & NH4). It is bordered by Baner in the north, Sus Village on the west, Bavdhan in South and Pune University in the east. It is a residential suburb but a large portion is occupied by various governmental and educational institutions. It has famous Pashan Lake which served as a source of water to old Pashan Village. Pashan is a part of Kothrud so it has two ward representative in Pune Municipal Corporation. Balaji Mandir, a Hindu temple of Lord Balaji, is located at the intersection of Pashan-Sus Road and Baner-Pashan Link Road.
As far as locality's connectivity is concerned, There are two main roads Sus Road and Pashan Road passes through the locality which further connect to Mumbai-Pune Bypass Road/Bangalore-Mumbai Highway (AH47). Pashan is well connected to Baner, Aundh, Bavdhan, University Square, Sus village via excellent roads. It enjoys excellent connectivity to Pune International Airport which is located at a driving distance of 16.3 km via Airport Road/Vishrantwadi Airport Road.
