DDA wants four Games Village towers sealed

Delhi Development Authority has sent a proposal to the Union urban development ministry that four towers be sealed to account for the increased FAR and the allotment process start for the rest of the flats. The urgency for allotment is also because DDA officials feel that if left unoccupied and uncared for, the flats may start getting damaged in which case it would have difficulty selling off its own share.

The DDA wants the contentious flats at Common Wealth Games Village to be occupied soon. Facing flak from the CAG for non-realization of penalty for increased FAR of Games Village flats, Delhi Development Authority has sent a proposal to the Union urban development ministry that four towers be sealed to account for the increased FAR and the allotment process start for the rest of the flats.

The 34 towers at the Village have 1,168 flats in all of which 728 belong to the DDA after its bailout payment to builders Emaar MGF in the wake of the economic downturn.

During the audit of the flats, it was found that all of them had higher FAR than had been sanctioned . This led to a situation where allotment had to be put on hold till the matter was sorted out. The authority found itself in the eye of yet another storm for its proposal to reserve 90% of flats in its share for babus, including officials like the Comptroller and Auditor General (CAG)of India and the chief vigilance commissioner, heads of the two agencies which have been breathing down DDA’s neck following allegations of financial irregularities and a volley of uncomfortable questions about the “bailout” package.

A senior official said, “We have made elaborate calculations and found that if four of the towers are sealed, then the increased FAR would have been nullified. Pending a decision on the matter therefore, we have told the UD ministry that allotment should ideally be allowed in the 30 other towers.” DDA spokesperson Nemo Dhar said, “Nothing concrete has happened on this.” Vigilance director Alok Swarup , however, confirmed that such a move was afoot.

There is, meanwhile, a raging debate within DDA whether the move was a deliberate one on the part of Emaar or just a costly slip, with many in its top echelons inclined to give the builder the benefit of doubt.

The urgency for allotment is also because DDA officials feel that if left unoccupied and uncared for, the flats may start getting damaged in which case it would have difficulty selling off its own share. Emaar’s flats are reportedly almost entirely sold out.
