BWSSB flushes Rs 3 crore down the drain

The 50 million litres per day (MLD) plant near Marathahalli was built by the BWSSB at an estimated cost of ` 40.2 crore to treat sewage from Kaggadaspura, Bairsandra, Marathahalli and C V Raman Nagar. The treated water is to be released into Varthur lake.

The secondary waste water treatment plant at Kadubeesanhalli has literally flushed over Rs three crores of the tax payers’ money down the drain. That’s the cost of operating water treatment plant that releases clean water into channel bringing in sewage. So, all the effort of treating the water is a waste.

Despite this, the BWSSB gave the contract for operations and maintenance (O&M) of the plant to a private agency. The three-year contract began in December 2006 and the agency was paid RS 3.12 crores.

The BWSSB defended its decision saying it wanted to keep the plant in working condition. It explained the delay in completion of the drainage network on unplanned and private layouts that forced a change in the alignment of the pipes.

However, the Comptroller and Auditor General has termed the project as ‘unfruitful and a wasteful investment’ because the ground reality was not take into consideration and the plant is not being utilized for the purpose it was intended.

V C Kumar, the engineer in charge of the plant, accepted that the plant is running at half its capacity, but said that the drainage network would be ready by December 2011.
