Regularization of unauthorized colony

The Delhi Government is taking new steps to deliver its promise towards the residents of unauthorized colonies. The building control norms stated in master plan 2021 will be relaxed so that regularization of the unauthorized colonies becomes possible for the 1,639 colonies.

The state’s Urban Development Department has also asked for relaxations in MPD-2021, to the Union Urban Development Ministry to enable regularization of unauthorized colonies.

Now the local bodies are of the view that there is a marked change in the number of plots submitted by residential welfare association (RWA) at the time of application in 2007-08.

The boundaries for these colonies have been fixed based on aerial survey images and 50% built-up area in 2007.

According to MPD-2021, there are plots in these colonies which are less than 32 sqm as against the norms. Moreover the roads which are existing in these colonies may be less than six meters which is contrary to fire safety norms.

However the local bodies have reported that  it would be difficult to strictly adhere to existing norms of town planning and fire safety in these colonies. As in the present case  the department feels that the layout plans of these colonies may not be approved.

The department for now suggested the union urban development ministry to just only way forward the regularization of the colony on the fact by relaxing MPD-2021 and building control norms subject to certification of structural safety by a qualified architect or engineer.

Although to justify the situation, the norms of MPD-2021 may be made applicable to unauthorized colonies while undertaking  redevelopment with incentives.
