New parameters for access road to licensed colonies in Gurgaon
Haryana Urban Development has come across new policy for the proposed colonies in Gurgaon. Being one of the hottest place for investment, Gurgaon is trying to create secure path for the developers to purchase and invest more.
The Department of Town and Country Planning needs to grants licences to the private colonizers for development of Residential, Commercial, Industrial and IT Park/Cyber Park Colonies.
The state of Haryana is classified into four zones regards to the potential of the zones to grow in terms of urban development i.e : Hyper, High Potential Zone,Medium Potential Zone and Low Potential Zone. Gurgaon’s in and around areas fall under the Hyper Zone including Manesar Urban complex.
The authority follows few parameters for granting the licence for residential plotted colony. The developers need to take permission from NHAI, if their property site is located on National Highway. But if their site is located on scheduled road then the permission is required from XEN, PWD B & R.
As per HUDA, the plots should be in an isolated/residual place which should not beneficially used by HUDA independently upon its acquisition. For residential house 1000 sq. yds are allocated and not more than that. However if the site beyond two kanal is still unusual then the area to be considered for CLU will be decided on merits. HUDA needs to elaborate more on this issue.
It should also be taken care that the site should not be part of colony where action has been initiated by the field office as per the provision of Act No.8 of 197. The roads should also be planned before the site is send for approvals. If such cases arise then , the width of the access should be minimum 30 ft. wide.
Recently the Town and Country Planning Department has decided to form a three-member committee of developers for each sector to purchase land falling under the 24-metre RoW as there are few parameters which are not clear weaved.
The real estate developers will have to take the right way (RoW) in order to purchase land, hence these decisions were taken at a meeting called to find a solution to the right of way for residents of existing and upcoming colonies.
The major problem is the road connectivity for the residents of licensed colonies. Even the committee needs to draw draw up a sector-wise schedule for land falling under the 24-metre road.
The authority should chalk out the parameters before the building layout are passed, so that the developer should not face issues later. Such issues affect the mobility in secondary housing market. A colony without access is not a desirable option for home buyers in such a prime residential market.
