Apartments in Chennai to be developed on reclassified land

apartments in ChennaiChennai- The landscape of Chennai city will soon change with the numerous residential projects for which approvals have been granted.

It is also found that few planning and commercial land-use permissions have been issued for this year. A large number of residential projects will be launched on ‘reclassified’ land. A reclassified land is a land which is earmarked for a particular use (for example, residential, commercial, agricultural) and is notified in the Tamil Nadu government gazette for alternate purpose.

The land-use reclassification is done as per the provisions of Section 32 (4) of the Tamil Nadu Town and Country Planning Act, 1971. The reclassification of land-use zones is done on the basis of site, compatibility with adjoining developments, accessibility and impact on the environment.

Since the Chennai metropolitan area (CMA) area comprises of maximum commercial space, the reclassification proposals for commercial land use may decline in future.

In January-March 2013 quarter, six residential reclassification proposals have been submitted to the Chennai Metropolitan Development Authority (CMDA) from CMA while in the same time period, only two commercial reclassification proposals have been submitted.

The planning permissions granted to special buildings in the CMA counts 64 , out of which 54 permissions fall under residential use. There are 11 multi-storied buildings permitted, out of which nine are residential.

The residential buildings permitted by CMDA for this year has 1,437 housing units. It is the highest number of residential projects approved by CMDA. Authority has given residential reclassification for land in areas like Velachery, Ayanavaram, Koladi, Perungudi and Ayanambakkam.

The applications submitted to local body are first forwarded to the CMDA along with the recommendation of local body in a prescribed format. Further objections will be invited from the public and finally a notification in the Tamil Nadu Government Gazette will complete the reclassification process.

According to chief urban planner of CMDA, there are many reclassification proposals for industrial land-use too, and would result in large-scale job opportunities. Thus the supply of housing projects is expected to match the demand generated by jobs in the future.

The technical committee has cleared 12 reclassification proposals in the CMDA meeting. Out of these proposals, five include change to industrial land-use. Applications for reclassification to industrial use have been made for Sholavaram, Noombal, Nerkundram, Pammal, South Perumbedu, Vaikkadu, Ayanambakkam and Sendrambakkam.

CMDA is likely to clear all pending reclassification applications seeking permission for residential buildings in the coming months.
