Bangalore Tops in India’s bribery chart
There’s nothing hide-and-seek about paying or accepting bribes in government offices. In fact, Bangalore has sped ahead of other cities to top the chart and leads in India’s bribery chart. It scores from among 200 cities, followed by Mumbai, Chennai and Pune.
Bangalore leads the tally on the website (www.ipaidabribe.com) with 259 bribe reports about the revenue department alone. Janaagraha is planning to go mobile shortly and start a helpline for people to call and report the bribe.
Of 200 cities across India, Bangalore tops the list of most corrupt. The city’s ordinary, bribe-paying folk concur that money talks, most loudly and effectively, in Bangalore’s revenue offices, where nothing else seems to work. If you are in a sub-registrar’s den, be ready to part with a fat service charge. Bribes for property registration range from Rs 5,000 to Rs 20,000 or more, depending on the location and property size. For every new property registered at the Sahakarnagar sub-registrar’s office, a bribe of Rs 15,000 is demanded, and handed over to a middleman. A quick calculation shows that even if 10 properties are registered here every day, the bribe income is Rs 1.5 lakh. For 20 working days in a month, it’s a neat Rs 3 crore.
In Bangalore, this is where the biggest bribes are paid, whether to register property or get a marriage certificate. Their monthly income from bribes is easily a cool Rs 3 crore. The High Court’s searing condemnation on Wednesday seals its reputation, that “all land acquisition officers and sub-registrars are corrupt. Barring a few exceptions, all special DCs in Bangalore are corrupt to the core”.
