BMC plans for web based system for civic parking lots
Brihanmumbai Municipal Corporation (BMC) has planned of launching an electronic web based system to stop all the parking woes in the city.
The main motive is to do away with the pay and park lots and issue printed receipts to the vehicle owners in the civic parking lots.
The officials in the civic body are hoping that the online system will be transparent and free from any kind of corruption. This will help tighten security and stop private contractors from charging arbitrary parking fee.
The pilot project has an arrangement of 600 devices to be developed with a budget of Rs 6.84 lakh. The proposal will be kept in front of standing committee and after approval, the system will start in another two months.
Apart from being handed out printed receipts for their vehicles, motorists can also book parking slots online. The online option is likely to be available by the end of the year. Residents can book parking slots online and they will be provided with e-receipts too.
This system will deal with the problem of overcharging at the parking lots. Under this system, after the vehicle is parked, a person assigned will note down the details in the electronic device and will generate a receipt and charge the motorist based on the hours the vehicle is parked there.
There are a total of 93 roadside pay and park lots in the city. This initiative has been started by the civic body after they received many complaints from people stating they were being cheated by private contractors by handing over handwritten receipts.
The new contract has been given to M/s Geodesic Limited, which has proposed Rs 19,000 for each hand held device.
Earlier, a group of residents from Chembur called Advanced Locality Management and Networking Action Committee had called for a meeting and opposed the idea which the civic body had cited.
In congested areas, where residents find it difficult to park their vehicles on roads outside their buildings in Mumbai, this will be a good initiative.
However, as per Section 7.8 of Greater Mumbai Cleanliness and Sanitation Bylaws, 2006, BMC can fine public whoever dirties the road due to their parked vehicles at the time of sweeping.
Currently, outsiders are allowed to park their vehicles in the spaces outside. The idea is to restrict the use of the slots to residents of a particular housing society or area.
This initiative is still in the planning phase and will go public on 1st of May, 2013. Soon, tenders will be invited for providing handheld devices and a software that will allow motorists to check the availability of parking space and make bookings online. These scanners will be helpful in maintaining a record of the parked vehicles in the lot and will be carried by a parking attendant.
