Chennai land pooling to help poor
Chennai – According to the sources of Town and Country Planning department, the new concept of land pooling inspired from Gujarat will have a provision to benefit the economically weaker sections.
In this provision small size plots will be made available to the poor people. Sources believe that the department is following the prevailing practice as per the Development Control Regulations. It says that if the the proposed layout is more than one hectare, then 10 percent of the area would be reserved for economically weaker section.
To attract the rich class people, government was planning for smaller built up area along with some strict norms. It is assumed that the scheme proposes minimum and maximum plot size for poor as 32 and 60 square metres respectively. The built up area is restricted to ground plus first floor (not more than seven meters).
Land pooling scheme will allow owners of underdeveloped adjoining lands to come together and pool their land. The concerned authorities will prepare a detailed development plan for the layout. After clearance, this pooled land can be used for constructing public facilities like roads, parking, green spaces and others. For this purpose bidding would be invited to get investment for the development.
According to the sources, the plots will be divided and assigned between economically weaker section and participating landowners. The present proposal says that landowners will retain 45 percent of land contributed. Compensation will also be provided to landowners according to the difference in the value of original plot and value of final plot.
This concept of land pooling will not only help to develop pooled land but also facilitates owners with a well developed and bigger site with higher prices than earlier. And now after this provision, poor people will also be benefited.
