The new scheme, i.e. the conversion of Delhi Development Authority (DDA) flats that were registered on general power of attorney (GPA) and agreement to sell (AS) to freehold has been liberalised by the Urban Development Ministry.
Earlier, DDA had stopped conversion from leasehold to freehold of properties registered on GPA. But the new move brought relief to thousands of DDA flat owners, however, they were shocked after reaching the DDA headquarters.

There were no forms for conversion of properties on GPA. The residents were sent to a counsellor, but he said the policy has been brought out by the ministry and DDA doesn’t have any official order yet. The residents were told that it would take more than two months for the order to arrive and the process to start.

The ministry has come up with a plan last week,it says, flats having registered GPA and AS between September 24, 2001 till October 11, 2011 will be authorised for conversion from leasehold after a payment of 66-2/3% surcharge, additionally conversion charges will also be added as per the date of application.

DDA has accepted the fact of initial confusion but has reaffirms that the counselors and the officials have been briefed about the new policy.

A DDA spokesperson has said that the new forms of conversion of properties on GPA will not be available at present, whereas, the old form can be given. The spokesperson also said that the properties which are not been registered by GPA and AS between 1992 and 2001 can also apply for the conversion.
