DDA to review Master Plan 2021 before July 2013

Delhi Master Plan 2021New Delhi- Delhi Development Authority is hopeful of completing the Master Plan 2021 review by June-July 2013.

In 2012, the Union urban development minister Kamal Nath had said that the mid-term review would be completed by the end of 2012. But as per sources, it was a tedious process as each amendment in the master plan included a number of procedures like the board of inquiry and authority meetings, besides giving the public three months for filing objections/suggestions, so the December 2012 deadline was overstated.

Only 23 amendments have been finalised by January 2013 while 21 more have been placed before the public for filing objections. After that the DDA will send them for final notification.

Third round of amendments is also in process and they will be tabled before different advisory groups after which they will be kept before the public, said official sources.

The next meeting for the review of the master plan is expected to be arranged in mid-February. A public notice has been sent out by DDA inviting suggestions and objections for the first lot of 23 amendments on October 1, 2012. The public is given 90 days time within which their feedbacks have to be filed.

The finalized amendments focus on group housing and development norms for construction of multi-storey flats in planned areas. It has been proposed that in residential group housing societies, the present area of 400 sq m be increased to 1,200 sq m, free from current floor-area ratio (FAR) restrictions, and that land shall be used for developing libraries, reading room, society clubs, creche and recreational hall.

In order to ease out redevelopment of local shopping centres and sub-city level markets, a maximum overall FAR of 50 percent over and above the existing FAR has been allowed. Since they are located in proximity to residential areas, these markets need to be redeveloped to overcome environmental and traffic issues.

Associations of Traders will have to take the responsibility of transformation of sub-city level markets to modern wholesale markets. And according to some of the modifications proposed for the mid-term review, existing commercial centres may also be redeveloped with enhanced FAR based on payment of appropriate levies.
