Delhi and NCR: Residents of Barwala village move to HC against DDA

In April 2013 the residents of Barwala village, which encircles Rohini’s sectors 34 to 37, had filed a writ petition in the Delhi High Court (HC) against the DDA’s (Delhi Development Authority) plan to construct flats there. Following this compensation dispute, this local agitation may delay the handover of at least 3,000 flats in Rohini.

A few weeks later, the DDA obtained a vacation of a stay order and began construction of the flats. These flats are a part of the 2014-housing scheme. The residents, who oppose any construction in the area, approached the court again in July to get a stay on the work. The residents’ argument was that the DDA’s development work was a contempt of court.

Since then DDA has been facing problem in carrying on with the construction work. According to the DDA vice-chairperson, around 3,000 flats fall in the area where Barwala residents’ agitation is still going on.

Under DDA’s latest scheme, 10,875 flats are promised in Rohini. However due to the delay caused due to this agitation, all of these flats may not be ready by the March 2015 deadline. Balvinder Kumar the DDA vice-chairperson stated that they are trying to solve this issue through multiple ways. First, they plan to approach the Supreme Court and ask for police protection to construct the flats and submit their review petition in this regard. Secondly, they are also engaging the locals in the discussions, with the Delhi LG.

Kumar mentioned that DDA is going by their speed and they are not much concerned about these hiccups caused by the agitation. He feels that the DDA would have handed over the plots by December this year if these problems would not have arisen.
