E-governance to make the rules easy for the smooth functioning of businesses

Easing the regulatory environment for doing business seems to be the prime agenda for the Commerce and Industry Minister Nirmala Sitharaman. She has sought the cooperation of States by cutting down on unnecessary paper work and approvals and making the environment ‘friendly’ for the businesses.

An advisory has been sent to the Secretaries of all the Central Ministries and Principal Secretaries of States and Union Territories listing measures to be taken on a priority basis. This is expected to smoothen the functioning of the businesses.  According to a declaration by the Department of Industrial Policy & Promotion (DIPP) this was clarified recently.

All the departments (both Centre and States) have been asked to ensure that all the returns are allowed to be filed on-line through a unified form. A DIPP note put on its website said that they want to streamline the process by increasing e-governance. A check-list of required compliance is to be placed on respective departments’ web portals.

This DIPP note further said that all the registers required to be maintained by the business should be replaced with a single electronic register. To bring down the menace of ‘inspector raj’ and the corruptions associated with the, it has been proposed that no inspection should be undertaken without the approval of the Head of the Department.

For all non-risk, non-hazardous businesses, the DIPP has recommended that a system of self-certification should be introduced.
