Gulani points out irregularities in NMC’s property tax system

Nagpur- Following the notification issued by the Nagpur Municipal Corporation (NMC) to increase property tax, RTI activist Shankar Gulani pointed towards the loss of crores of property tax due to the carelessness of municipal staffers.

Approximately, out of 6.5 lakh properties in the city, only 5.33 lakh have been registered with the civic agency. This shows that over a lakh of property owners are neither registering and assessing the properties themselves nor paying any property tax. Even the NMC is least bothered to conduct ward surveys and tracking such properties.

Adding to this, several thousands of property owners who have registered their properties themselves are not receiving property tax demand notices since the required formalities are pending.

Gulani said that according to the norms, the property has to be inspected by tax inspector and after completing the formalities only, the mutation document and property tax receipt should be issued. But in many cases, the zone staff members give the papers to property owners without completing any formalities.

By showing a fake receipt for last year, it’s easy for tax evaders who has evaded thousands/lakhs of property tax since years to get a demand note for this year.

The actual scenario of the corporation was brought into light only after Gulani’s demand for details of revenue collected in miscellaneous account of property tax. It is even disclosed that before 2004 the records were not computerised and the civic body has no details pertaining to it.
