In an earlier-this-year move, a sub-regional plan was submitted by the Haryana Government to the NCR Planning Board (NCRPB), seeking the lifting of the ban on issuing fresh licences to builders.

During the period between June and August 2014, a record number of 134 licenses were issued by the Department of Town and Country Planning (DTCP) to builders across Haryana.

The number of licenses issued to builders in Haryana state during the mentioned three months period of 2014 was higher than the total number of licences issued to the state’s builders in 2013.

With 134 licenses having been issued to builders in June-August, the total number of licenses issued till August 2014 touched 143.

Earlier, in January this year, the Punjab and Haryana High Court was approached by Gurgaon resident Chander Shekhar Mishra with a request that Haryana Government should first be asked to finalize its sub-regional plan before it issues licences to builders.

As per the court’s directives, the NCRPB was to give its approval to the DTCP’s sub-regional plan. In addition, the DTCP was also barred from issuing fresh licences to builders. However, soon after getting the NCRPB’s approval to the sub-regional plan, the DTCP started issuing licences speedily.
