HUDA office front decorated by dumped garbage

Is it a Haryana Urban Development Authority (HUDA) office or a garbage dump?
The whole of the market area in Gurgaon is filled with heaps of stench-emitting garbage.
According to the shopkeepers and residents in that locality, garbage is dumped regularly by the restaurants and nearby shops.
The main concern is the existences of HUDA office in the same locality. This pathetic situation seems to be annoying the HUDA officials and they have decided to take immediate action against the illegal dumping.
