Identify feeding spots for stray dogs-Court tells Animal Welfare Board

New Delhi: A trial court has asked the Animal Welfare Board to provide ” designated feeding spots” for the stray dogs near a locality in the Palam area. The court’s order came while deciding an unlikely dispute among the residents of Vijay Nagar, Palam area, over feeding of stray dogs. Claiming that act of one family (respondents) caused “mortal danger to the inhabitants of the area”, the plaintiffs sought restraining orders against the family from feeding the dogs.



Terming the situation as an “unfortunate tragic scenario”, Additional Senior Civil Judge Jitendra Mishra asked the Animal Welfare Board to suggest feeding spots for the animals within four weeks and till that time restrained the family from feeding the dogs in the residential area.

As many as eight families, all residents of Palam area, filed a case against one family that used to feed 22 stray dogs in their area.The families also alleged that the respondents were feeding the stray dogs only to terrorize the remaining residents of the area and their children were “most vulnerable to attack by the group of dogs”.



On the other hand, the respondents contended that they had been feeding the dogs for generations and instead, other residents were cruel to animals.

The plea of the family to keep all 22 dogs in their house was turned down by the court, which said that it was necessary to have a valid MCD licence to keep dogs.

It, however, made clear that “the responsibility of human beings towards the dogs” could not be abdicated and hence, directed the respondents to feed the dogs in an “isolated spot between 6am and 8am and 3pm and 5.30pm” so that it does not cause any danger to human beings. The court also took into consideration the fact that the street where the dogs were fed was only 10 feet wide and they were unvaccinated.

“Unless and until the respondents take proper licence from MCD in respect of dogs as per rules. Since the dogs are street dogs and are unvaccinated and are likely to escape from their house thereby causing danger to human beings, this request is declined,” ASCJ Mishra said. The court also appointed a local commissioner in the matter to help in finding isolated spots for feeding of dogs.

    Dear Member,
    we are living in a society in Juhu and has found a family used to feed dogs and getting vaccinations etc regularly. This incidents are not liked in the society by other members and aske the committee to act.
    Please let me know the followings,
    1. Whether dog feeding is permissible in the society?
    2. If any member object then what is the act of the same?
    3. In which article committee can take care of the both
