Jaipur authorities ignore inspection of construction quality

Quality inspectionJaipur: The civic authorities of Jaipur are not bothered to inspect the quality of construction materials used by private developers in their projects, though they are given that responsibility, as per the building norms.

The number of residential apartments in Jaipur is increasing rapidly. At present, there are around 20,000 apartments that are in construction stage. Ironically, till date, even a single inspection was also not done by the officials of the Jaipur Development Authority (JDA) to check the quality of construction materials being used.

The civic authorities of the city possess the right to check the quality of construction material used in a private building before issuing a completion certificate, but it has not become a practice yet, alleged a senior engineer at JDA.

If the height of any building is equal to or more than 15 metre, then it is mandatory for the realtors to follow the National Building Code. There are many strict norms and builders have to produce many mandatory certificates after getting verified by the registered architect firm. Quality checking work of construction in each building requires long time.

However the officials alleged that they have conducted quality check of the construction material in many economic weaker section (EWS) schemes and at times, the materials were also changed. They even said that the state government recently incorporated strict provisions against the builders in the draft of Apartment Act to safeguard the interest of purchasers.

As a number of residential projects are coming up in various parts of the city, a provision has been included to safeguard the interests of buyers, which states that if there is any damage in the flats during one year after the possession is given, then the developer of the project will be held responsible.

The provision demands the developer to deposit an amount to residential associations of a particular group housing societies. For now, it is proposed that the developer will have to deposit Rs 5 lakh or half percent of the total construction cost in the residential societies’ account. Once possession is given to two-third flats in a housing scheme, in a given time frame, the developer will have to constitute a society’s association.
