JDA favors developers, loses Rs 12 crore
Jaipur: It has been revealed by an audit report that Jaipur Development Authority (JDA) has been favouring a few developers which has led the civic body to incur a loss of Rs 12 crore during land conversion, transfer and regularization.
Now, the JDA has been charged by the audit report with wrongdoings such as charging the builders on regularization price, neglecting the rules of imposing rates on reserve price, etc.
For instance, in a case of land conversion the civic body has ignored the government norms. A private land at Gajsinghpura was converted from institutional land use to housing permit. A lease was granted at 20 percent of the regularization price of Rs 60 per sq yard. In 2004, the state government had issued an order stating that any conversion for housing societies has to be processed at the reserved price. But ignoring this rule, the authority has favoured the developer incurring a loss of Rs 3.5 crore. The developer paid only Rs 7.92 lakh on the basis of regularization rates, which if calculated on the reserved prices comes to Rs 3.64 crore.
In the same way, the civic authority gave land at other places like Srikrishnapur village in Sanganer tehsil, Shreechak Gatoch village and to companies at Ramnagriya and Jagatpura at throwaway prices which would sum up to a loss of Rs 12 crore.
At the same time, CAG report pointed out that the Rajasthan State Industrial Development and Investment Corporation Ltd (RIICO) incurred a loss of Rs 2.78 crore due to allotment of land to Finproject India Private Limited at Sitapura Industrial Area Phase III, in violation of rules.
The report has also revealed that the Rajasthan Small Scale Industries Corporation Ltd has incurred a loss of Rs 1.19 crore. It has failed to formulate a proper mechanism to safeguard its financial interests.
