Lucknow housing policy draft supports mixed land use

Land useLucknow: In order to encourage mixed land use in the draft prepared for state urban housing and habitat policy 2013, the housing and urban planning department has recommended multi-centered pattern of urban growth along highways. Land pooling scheme is also suggested in case of compact area selected in consultation with landowners for urban development.

Considering the prior policies, it is clear that there were provisions allowed for segregated or compartmentalized land use, where residential, commercial, institutional, recreational units and others were located far away due to which more time was required for the residents to travel all the way.

The proposed policy, which took above five years to complete, promotes contained and compact land use where a building or a single site would have all necessary facilities like offices, schools, banquet halls, markets, banks within the boundary.

As per the new policy, 35% will be allocated for residential projects, 25% for offices/institutional use, 20% for retail (commercial), 10 for industrial (non-manufacturing and non-polluting) and the remaining 10% for community and recreation facilities. It permits mixed land use on 18 metre and wider roads.

Officials said that the draft is likely to be approved by the cabinet within this month. Several experts of the housing sector, who worked on the policy, have all given prominence to affordable housing for urban poor and sustainable development of cities. The draft proposes 10% allocation to each, EWS and LIG in all housing schemes on area within 2,000 square metres. Earlier, the norm was applicable on area above 3,000 sq mt.

‘Land Pooling Scheme’ was introduced in UP for the first time in the 2013 policy and is also popular in foreign countries. Certain landowners can aggregate their land and offer it to the authority for development of which around 40 percent of land would be used by the authority for creating roads, parks, open spaces, public amenities like dispensaries, garbage dump, post offices, etc and the remaining 20 percent land would be developed by the authority by providing facilities like sewerage, drainage, electricity connection to each plot.
