MC implements property tax without fixing unit value
Ludhiana- The Municipal Corporation and district administration, had announced that the property tax has been implemented in Ludhiana from April 1 while the civic body has failed to fix the unit values and complete the survey by the deadline.
The joint commissioner of municipal corporation, P S Ghuman, had announced that, property tax has been implemented in Ludhiana from April 1, as per the Act passed in the state assembly.
The deputy commissioner had earlier said that a meeting will be held for setting up of the unit value of the eight zones, which has not yet taken place. Unit value is an essential element of the property tax on the basis of which the tax would be assessed.
An MC official said that the property tax will not be fully implemented before September as the survey has not been completed in several areas of the city. Furthermore, many changes are being considered at the top level regarding the structure of the tax system.
The joint commissioner stated that owing to some unavoidable reasons, finalisation of zoning and unit values is still pending, but the tax implementation will not be delayed. Once the values are finalised, the residents will have to pay tax which will be calculated starting from April 1 itself.
Punjab Remote Sensing Centre (PRSC) is conducting the physical survey for personal details of city residents for levying of property tax. A company named ‘The Providers Informatics Pvt Ltd’ is conducting the survey on behalf of the PRSC. Company sources revealed that at least five months more will be required for the completion of the survey as the area is vast and has to be surveyed physically by visiting each and every house.
According to sources, as the unit values were quoted too high, they did not get finalised. However, the proposal is being reconsidered all over by committee of some MLAs under Deputy Chief Minister.
It is said that the Punja government is looking at various options to simplify the whole structure of tax in order to reduce the property tax values.
