New land pooling policy awaits DDA approval
The new land pooling policy is likely to be tabled for approval at a meeting of the Delhi Development Authority (DDA). This move aims to encourage the active involvement of private sector.
The government agencies are considering this as an alternative to land acquisition. The land policy so made is based on optimum utilisation of available resources (both public and private) in land assembly, development and housing.
According to sources, there are three models for the land pooling which were considered by the urban development ministry relating to basic terms and conditions for the policy and one of these is going to be tabled for final approval.
As the DDA officials say that this will replace large-scale acquisition of land and will help make farmers and owners partners in the development process.
As land acquisition has become difficult these days, the Ministry has asked the DDA to expedite the process of finalizing the policy of land pooling. They have asked the policy rules to be made should be of minimum project size, which will help the developers to get approval to start the project.
An official said that the terms and conditions laid by them will emphasis on the sharing section of various parties, such as a private party and the DDA.
The DDA’s plan in future is to develop the sub-cities as per the Delhi Master Plan 2021. But the final policy, which will be prepared, will decide the action to be taken for land acquisition. It will also help to stabilize the price of properties in Delhi.
Along with it, the DDA budget will also be presented at the same meeting. The budget has emphasized on low-cost housing, urban developments, roads and bio-diversity parks in the city. Re-development of parks like, Basant Lok and Neeti Bagh are also included in it. Many amendments as per the rule of Master Plan 2021 review are also will looked upon.
