New Lucknow metro plan out with changes
Lucknow – Finally, the report of the department of urban planning is out with complete change in the original plan. The report recommends a dense network of metro connectivity instead of a two corridor concept.
Now most of the routes of metro are planned overhead to lower down the cost which many even reach the interiors of the Lucknow city. The report proposed two corridors for plying of buses of Bus Rapid Transit System (BRTS) on an elevated platform when metro rail is build. Thus, BRTS will act as a feeder to the metro rail.
An official explained about this proposal saying that Lucknow city has narrower roads which cannot be used for functioning of BRTS which requires more than 30 metres wide road. He justified the proposal of feeder by pointing out the cost of constructing an elevated platform for BRTS which is around Rs 50 crore per kilometre.
The finance for the metro project could be provided in two ways. Firstly, by joint funding by Central government and State government. This is a viability gap funding where Central government would bear 20 percent of cost and the remaining 80 percent by the State government.
Secondly, the metro project could be operated on public-private partnership (PPP) model. This model is implemented in Hyderabad and Mumbai successfully. The private companies who tied for metro project in Hyderabad and Mumbai are Larsen and Toubro and Reliance respectively.
The report listed advantages and disadvantages of both the above models but it does not recommend any one specific way. According to the sources, Planning Commission is proposing PPP model while Union Urban Development Ministry favours viability gap funding for Lucknow Metro.
After the revised route proposed by urban planning department in the report, government officials will have to start afresh DPR (detailed project report) on metro. Lucknow Development Authority (LDA) is also rooting for PPP model. They believe that the cost burden can be shared with the government and the involved companies can reap benefits by the surrounding real estate projects.
