The assault on chief conservator of forests UV Singh in February set off alarm bells in the Bangalore Water Supply and Sewerage Board (BWSSB), which got cracking and swiftly framed a new policy for waste water treatment. The new policy for waste water treatment states that industries or trade bodies, and domestic consumers who want to discharge effluents at sewage treatment plants will now have to pay a non-refundable deposit amount equivalent to six months quantity, at the rate of Rs 50 per kilo litre (KL).

BWSSB Bangalore also came up with guidelines for its officials. The onus of monitoring the discharge of waste water lies mainly on the water board officials. The new policy for waste water treatment was approved during the Board proceedings on April 6, 2011. The circular, issued on April 29, 2011, states that permission to discharge industrial or trade effluents and domestic waste water from soak pits or mobile toilets into board sewers in the premises of BWSSB sewage treatment plants (STPs), should be accorded or rejected within seven days from the date of receipt of the application.

In case the treatment process is hampered due to non-compliance of the terms and conditions, the industries or trade bodies would be blacklisted.  Industries or trade or domestic bodies that want to discharge effluents should file an application with the chief engineer (waste water management), BWSSB. Permission shall be accorded or rejected within seven days from date of receipt of application. If an application is rejected, an endorsement has to be issued to the applicant immediately, with specific reasons for rejection.

If an endorsement or no decision is taken on an application within seven days from the date of receipt, it will be deemed to have been permitted. According to source, applicant need to inform the chairman of the Board for having obtained deemed permission.
