ORR will soon get road networks: Chennai government

ORR ChennaiChennai- The State government will soon develop grid roads along the Outer Ring Road (ORR). In this regard a detailed project report (DPR) will be submitted to the government.

This announcement was made by government on January 23, 2013. The study on alignment, design and land acquisition will be taken up shortly. An amount of Rs. 5.22 crore has been sanctioned for this purpose.

This 63 kms long project in Chennai will be developed in two phases. The first phase starts from Vandalur to Nemilichery which covers 30 km stretch of ORR. While the second phase starts from Nemilichery to Minjur and covers the rest part of the road. Currently, the construction of first phase is ongoing while the financial bids of second phase is inspected.

The 18 road networks to be developed on either sides of the ORR has been together recognized by Chennai Metropolitan Development Authority (CMDA) and Highways department. The cost of this project would be around Rs 700 crore which does not cover the cost of 240 hectares of land needed to be acquired. The second phase will also have similar road network which will be developed on the either sides of Rajiv Gandhi Salai.

According to the officials, Chennai government is planning to opt land pooling model instead of land acquisition. This model is highly implemented in Gujarat. According to this model, owners of adjoining sites can come together and pool their land willingly on temporary basis. This land will be then utilized for constructing public facilities like roads, parking, green spaces and others and the remaining part of the land can be reallocated among owners.

The owners will be compensated for their land used by the developmental charges to be paid and if there is any amount left to be paid, then government would compensate for it. After a lot of criticism of experts and people this road grid project was taken up by government. They often complained that there is lack of road networks in the interior parts of Chennai.

Even the study of Chennai Comprehensive Transport in 2010 revealed only radial-circumferential arrangement of road network in Chennai. Experts expect that this grid road network will lead to a compact settlement.
