Parking still remains an issue for Delhi citizens
Parking woes continue for residents of South Delhi. As the South Delhi Municipal Corporation (SDMC) delayed the implementation of project of providing better-monitored surface parking facilities, now it’s up to the contractors and parking attendants to solve the woes of the residents.
SDMC officials have promised a modified and better-monitored surface parking lot to the residents last year October. But they have completely failed to keep their promise.
They have blamed on contractors for the delay as they couldn’t keep a good rapport with the political class regarding the modified policies.
The Remunerative Projects (RP) Department had already sent the corrected parking policy for the clearance on 24 October. However, it got initial approval. Later, when the contractors approached the concerned people of South Corporation, they opposed the policy of implementing penalty on the contractors as per the new policy, a senior official revealed.
For the same reason, a sub-committee has been built up to re-check the policy again. Hence, it delayed further, as contract registration and tendering of the parking lots will be implemented only after the clearance of policy from House.
As per Ashish Sood, RP Department chairman, the policy has been submitted by the sub-committee for the clearance from the House on 4th February which is expected to be done by the month end. The committee of three members has considered the objections made by the contractors, and after slight changes, it has been submitted.
One of the major demands of contractors was to reduce the amount demanded as bank guarantee by the contractors. And it has been accepted by the sub-committee. The committee states that if the contractors disobey the contract then the guarantee will be forfeited as penalty.
An official says, proposed bank guarantee was Rs. 25 lakh, Rs. 15 lakh and Rs. 10 lakh for A, B and C category respectively, which was reduced to Rs. 15 lakh, Rs. 7 lakh and 2 lakh for A,B and C category respectively.
As per the new parking policy, SDMC mayor makes registration of contractors compulsory and only the registered contractors will be allowed to bid for parking tenders.
The policy mentions about the security measures taken by them. An electronic handheld device will be used for issuing parking tickets and the same device will be connected to Delhi Police and a central server. The new provisions will ease the drivers to pay through the cards that are accepted in DTC buses and in Delhi Metro. Even installation of CCTV camera has also been mentioned in the new policy.
