PCMC made Water Recycling Mandatory for Housing Schemes

The Pimpri Chinchwad Municipal Corporation ( PCMC) has made water recycling facility mandatory for housing schemes.The state government had issued a government resolution (GR) on August 7, 2010, approving the civic body’s proposal to make it mandatory for builders to provide water recycling facility on schemes measuring 4,000 sq.m or 1 acre.

Municipal commissioner Ashish Sharma said, “The civic body has received a proposal from Indian Green Building Council to frame a different set of norms for green buildings. We are working on the norms.”The development control rules have been amended to include this provision. The new rules will be published shortly. Rainwater harvesting is mandatory for schemes of more than 300 sq.m. The builders, while seeking building permission, have to apply to the water supply department for a no objection certificate for this purpose. The building permission department issues a completion certificate only after verifying whether the project site has water recycling facility or not.

Sharma insisted that preparing an annual environment status report was not important. “The work undertaken for conserving the environment is more important. The civic body has undertaken various initiatives, such as construction of sewage treatment plant, over the past 15 years and we have the capacity to treat all the sewage generated in the municipal limits.”

“The work of laying the drainage lines in newly developing areas is in progress. These lines will be joined to the nearest treatment plants. Construction of more treatment plants is in progress and is expected to be complete by March 2012″, Sharma said.

Pimpri Chinchwad mayor Yogesh Behl said, “We want to promote the concept of green buildings in the municipal limits. We may later make it compulsorily for builders to construct green buildings only”.
