Real estate developers keen on affordable housing

Ahmedabad- Affordable housing sector, which is on hype in the last one decade, has emerged as an important issue in Ahmedabad. Knowing that the new development plan, which was due for more than a year, will be announced shortly, realtors are highly stressing on housing needs of the city.

Developers are anxious as the new development plan (DP) for Ahmedabad city and 69 villages under purview of Ahmedabad Urban Development Authority (Auda) will be announced.

They are cautious about the possible provisions in the plan that will prepare map for the city’s development and also the city outskirts.

Even though the viewpoints of different developers regarding provisions and changes in Floor Space Index (FSI) are different, they collectively support that the plan should provide proper solution for the problems rooted in affordable housing segment. Since the affordability gap in residential housing sector has terribly hiked in the recent years, the segment has emerged as a major problem in the society.

The president of Gujarat Institute of Housing and Estate Developers (Gihed) also expressed his opinion that the new development plan should be consolidated in nature with focus on affordable housing sector.

The developers have no issues over the issue of FSI and zone change but however, their views on the kind of relaxations under the provision are different. Some of the developers believe that state government is unlikely to give only chargeable FSI. Majority of the developers believe that paid FSI will not benefit people as all cost will be added to the project and will have to be borne by the customers only.

Another community of builders are of the opinion that the government is likely to give more concessions in areas located in proximity of urban transport modes like metro and BRTS. Ahmedabad Municipal Corporation has already asked the state government to provide extra FSI on both sides of BRTS corridor in city.

AMC officials have requested to give FSI of five in first 300 meters on both side and FSI of four in further 200 meter on both sides of BRTS corridor. Since urban transport can sustain only in case of high population density, the government is likely to accept the demand.

However, some developers observe that majority of 69 villages falling under the purview of Auda is of not much benefit. They feel that only the villages on outskirts that share borders with AMC could be benefited. In the previous DP, the state government had created zoning in which five roads connecting SP Ring Road to SG Road got benefit. And similar policy is expected even in the new DP, assumes a leading developer of Ahmedabad.

Rising urbanisation due to migration of village population to city has to be considered while zoning the regions. And rising costs of construction should be considered while fixing the FSI in order to make housing projects in Ahmedabad viable and affordable.
