Real estate sector stagnant in Greater Noida

Environmental Clearance (EC), mandatory as per court order, made all construction work at Greater Noida region into a halt. The plots less than 20,000 square metrs are also included in the order criteria. State officials feels, developers are confused about the exact procedure; hence they have stopped the activity.

Many projects in the region is pending now, as the approval for construction activity is awaiting. Lack of proper transparency which has made the situation more complicated, as per a senior government official.

Officials feel that there is no record, which can question the developers, regarding environmental clearances in their projects of more than 20,000 sqm which have been issued from State Environmental Impact Assessment Authority. Generally, the state government is believed to look after the environment protection, but due to lack of such rules, the court has instructed to get the EC before commencing with their respective projects.

During one of the hearings, the National Green Tribunal has revealed that the lack of such records about the developers, with project area of more than 20,000 sqm, have essential ECs from the state authorities. And they have asked the authorities to look after the environment protection.

The state officials blame that the improper coordination and planning is adding the problem. State authority says EC is required only for the projects in Noida  which is an area of more than 20,000 sqm, while, the court has ordered to get the approval of EC for all the projects which is having an area of 50,000 sqm.

Such process consumes time, so government has to ease the system to accelerate the development work. It will in turn delay the project delivery. Amit Gupta, MD Orris Infrastructure, says the developers are ready to follow all the required procedures, but some systemised guidance should be there, under one roof, which will ease the process.
