Two ministries battle for the plot opposite Birla Mandir

landNew-Delhi-  The latest dispute between the two ministries for the 9-acre plot opposite Birla Mandir near CP has caused tension within the city. There has been a demand to construct a library by the Ministry of Culture and a demand to build a multi-level parking lot by the Ministry of Tourism on the plot.

The plot has been proposed with various projects like a library, a multi-level parking lot and others, which has now led to a dispute between the two ministries.

Earlier in 2003, the 9-acre plot was allotted for the construction of Lok Nayak Jai Prakash Narayan memorial library complex. It was later found out by the officials  from the Delhi Master Plan that the plot was earmarked as a green plot with a small parking area and that the property in Delhi was under the Ministry of Tourism and Culture.

On the other hand the the Ministry’s department of culture had given Rs 2.82 crore to CPWD for the construction of the library.  Various senior officials claimed that the land-use had to be revised perhaps the matter was ignored and was not taken by the Ministry of Urban Development.

There were meetings held by the Ministry of Tourism with New Delhi Municipal Council (NDMC). As per the tourism officials, they were in need of an office space and that the land usage decision should be reviewed. The Tourism Ministry eventually opposed the decision and demanded for the construction of a multi-level parking lot with few floors to be given to the ministry.

The Tourism Ministry was told by the Land and Development department that the land was allotted to the NDMC in 2000 to construct a parking lot with a part of the land being given to the civic agency in 2003 for a library construction. Eventually the allotment was canceled with the request by the NDMC being accepted by the Ministry of Tourism.

As per sources, the senior official from Ministry of Culture stated that the land belonged to their ministry and that a library will be constructed on it in the honour of Jai Prakash Narayan. It was also stated that they gave a sum of Rs. 2.8 crore to CPWD and forgot to revive the land use changed. Similarly the NDMC has also sketched a parking lot plan on the plot. Due to all these confusions, the Ministry Tourism will have a meeting with NDMC on January 24.
