DDA to strengthen foundation for buildings in East Delhi

Delhi Development Authority (DDA) is set to hire a consultant to help in retrofitting and reconstructing old building in East Delhi.

In a survey done by Central Building Research Institute, it is found out that around 70 percent of buildings were unsafe on Yamuna flood plains and it has become the most important task for the DDA to reconstruct the ‘dangerous or unsafe’ buildings in the city.

The reconstruction will be carried out in five areas. Around three to four buildings will be constructed  in each of these pilot projects.

Retrofitting involves strengthening the foundation of unsafe buildings. This increases the earthquake resistance of the building.

The five pilot project areas are Lalita Park, Gandhi Nagar, Kondli, Lal Kuan and Fatehpur Beri, where the retrofitting work will be starting.

These areas have witnessed many building collapses in the past, so DDA wants to take special call to manage these projects and avoid such circumstances in future. The total project will be reconciled with the Lieutenant-Governor’s recommendations.

According to DDA officials, the appointed consultant will help them to form the policy for retrofitting or reconstructing unsafe buildings in the city. It is also been decided that the cost of retrofitting or reconstructing dangerous buildings and transit accommodation to be provided to occupants of such buildings. After looking at the conditions of the buildings, it will be decided that weather it needs to be retrofitted or demolished completely and reconstructed.

It is still not decided that who will take care of the cost of retrofitting or reconstruction. After the pilot projects are successfully done, the recreation construction work will be extended to other parts of Delhi.  The total project will be carried out by involving experts from IIT-Delhi, civic agencies and National Institute of Disaster Management ( NDMA).

A survey is being conducted by NDMA and the municipal corporation of buildings in the trans-Yamuna area in 2011 after the Lalita Park building collapse incident.

The representative sample survey of one percent of the total buildings (10,000 structures) was carried out using rapid visual screening in all 64 corporation wards in East Delhi, spread over 124 sq km.

Even there was a survey which revealed that East Delhi is more vulnerable during an earthquake due to unauthorised construction, haphazard growth and lack of adherence to engineering norms.
