Aravalis Land grab: Green Tribunal sends notice to Haryana govt

Delhi NCR- National Green Tribunal (NGT) has issued notices to the principal conservator of forest and the chief secretary of Haryana, with regard to the encroachment of common hilly and forest land in Aravalis by private builders.

The issue was brought to the notice of the Green Tribunal through a news report considering the possible impact of diverting forest land for non-forest uses. A hearing of this case has been held on January 23 as directed by the bench headed by Justice Swatantra Kumar.

Haryana authorities had allowed consolidation of the common and hilly land in villages falling under the Aravalis. The authorities, violating the law, allowed many leading real estate developers to own agricultural lands and forest lands in the region.

Huge land parcels have already gone missing in Mangar village in Faridabad when the then director general of land records, Ashok Khemka, denotified the consolidation process of two villages in Aravalis, Kot and Roz-ka-Gujjar. The consolidation process being over in Mangar, the chances of overcoming the loss is very little, claimed officials of revenue department.

However, with the entry of National Green Tribunal (NGT) and the environment and forest demanding the state to put its Mangar Development Plan on hold, some hope is seen.

Haryana forest department’s proposal to bring 3,595 acres under section 4 & 5 under Punjab Land Preservation Act (PLPA) was rejected by the mining and geology department as the land included a major part of a ‘sacred grove’, protected by Gujjar villagers. If these land patches had to be used for any non-forestry purpose then it is mandatory to get approval from the central government. And in such a scenario, private builders have taken to land grabbing in this region.

Many Gurgaon-based builders have also purchased huge land chunks as the government plans to allow the setting up of a mega tourism complex. According to sources, apart from builders, several influential people have also bought land parcels that fall under Mangar since it is in proximity to the Gurgaon-Faridabad Highway, which has been widened to four lanes.
