Barren Agricultural Land to be used for Industries- Assam Govt issues NOC
It is a welcome change in congress ruled Assam which has relaxed the norms allowing transfer and non-agricultural activity in agricultural land where no farming activity is taking place. This will reduce red-tapism and allow industries to set shop in locations where no farming happens even though the land falls under agricultural land.
According to an official statement issued by the Revenue and Disaster Management Department, there are a large number of plots of land which are recorded as agricultural land but in actual practice those are not fit for agriculture or have not been cultivated for ten years or more. If those lands are released for industrial purpose, then the huge scarcity of land for industrial activity can be reduced.
The Assam government wants to use such land for setting up of industries, educational institutions, health institutions, housing etc. This will be crucial for the growth of the state and will create employment opportunities too.
The state government has decided to allow Deputy Commissioners to give NOC (No Objection Certificate) for transfer of such land which are recorded as agricultural land but are not fit for agricultural purposes or where there is no agricultural activities for ten years. Local industry body, Federation of Industry and Commerce of the North East Region (FINER) has welcomed the move. They also mentioned that due to the land degradation, since agricultural produce was not grown on them, leaving it barren was not doing any good to the state.
