BMC refused to clear the project files seeking concessions

BMC Chief tightens screws on builders seeking concessions and contended that many builders later misuse concessions and sell space not included in the building’s floor space index (FSI).


Civic chief Subodh Kumar has rattled the construction industry by routinely rejecting or drastically reducing concessions sought by builders. The BMC has refused to clear the project files, which seek building concessions. Kumar contended that many builders later misuse concessions and sell space not included in the building’s floor space index (FSI).

Builders redeveloping housing societies from Khar, Kandivali and Borivli to Chembur and Mulund are in a bind as they got flat owners to vacate their premises and paid them rent for alternative accommodation. But now, the developers cannot proceed as the Brihanmumbai Municipal Corporation (BMC) has refused to clear their project files, which seek building concessions.

Builder Arun Upadhyaya of Jasmina Constructions said his project in Kandivali was stuck as the BMC had kept his file pending for two months. “Residents moved out a month back, and I have started paying them rent for their alternative accommodation. But the building cannot be demolished unless my concession file is cleared,” he said. “When the monsoon arrives, work will stall for another four months,” he added.

Upadhyaya said at least 25 redevelopment projects between Kandivali and Borivli were similarly stuck.A redevelopment project in Chembur is also believed to have got stalled. Residents moved out but work has not started as the concessions have not been approved by the BMC.

On 14th Road, Khar, a resident is believed to have refused to move out unless the builder gets the building plan sanctioned by the BMC. “It’s a narrow plot and if the BMC does not grant concessions, redevelopment will become unviable for the builder,” a source said.

“There are fears that builders will renegotiate agreements with societies. Builders may reduce space to be given to existing residents in the new building or cut amenities in the redeveloped property,” a real estate source said.

The BMC crackdown has led to uncertainty, especially among developers whose projects are under-construction.
