CMDA Chennai issued “Lock and Seal” Notices to 10 Highrise Commercial Structures

Fresh ‘lock-and-seal’ notices were issued last week to 10 buildings in areas like Arumbakkam, George Town and T Nagar. The builders have been given time of one month to restore the buildings to their original plan or vacate the premises. Since the notices were being issued after four years, the enforcement wing inspected all the 48 buildings and took note of their present status. In a few cases, the applicants had re-submitted fresh evidence to prove they had rectified the ‘errors’ and the committee regularized the buildings with certain conditions. Some builders had made fresh representations to the committee and a few others were in the process of making appeals.

The Chennai Metropolitan Development Authority (CMDA) issued “lock and seal” notices to 10 highrise commercial structures last week. The agency plans to send similar notices to another 22 buildings in a week. These buildings are among the first set of 48 multi-storied (commercial) structures, whose applications for regularization were rejected by the monitoring committee in 2007. Despite issuing demolition notices, the CMDA could not proceed on with its enforcement, since the issue was subjudice. After the Supreme Court vacated the order of status quo in March on the Madras high court verdict striking down the regularization schemes introduced by the DMK, the committee last month directed the CMDA to begin its enforcement.

In the coming months, the monitoring committee plans to focus on another set of 42 buildings, to which demolition notices were drafted in 2007, but not issued to the builders due to the promulgation of ordinances by the then government. Notices will also be sent to 64 high-rise commercial buildings in T Nagar that were found to have violated all development norms. The committee also said that 50 unauthorised multi-storied buildings that came up after July 2007 would be covered in the present drive.

In the absence of adequate staff in the CMDA’s enforcement cell, the committee recommended forming a special task force comprising officials from local bodies, TNEB, Metrowater, fire and rescue services, and police department. “The CMDA is in the process of forming the STF,” sources said.
