GHMC not following Municipal Solid Waste rules
Hyderabad- The Accountant General (AG) questioned and asked for explanation from Greater Hyderabad Municipal Corporation (GHMC) for not complying with the Municipal Solid Waste (Management and Handling) Rules, 2000.
Few questions which were raised included about mishandling of sweeping and transportation of garbage and delay in making the project operational. Although GHMC entered into an agreement with Ramky Enviro Engineers Ltd in the year 2008 buy till now, the garbage was not handed over to the Hyderabad Integrated Solid Waste Management Ltd (Ramky Enviro Engineers Ltd) in west and east zones.
Around 25 questions were put up against GHMC. Few other questions were about water quality tests, annual submission of reports to the Pollution Control Board (APPCB), Imlibun transfer station to Ramky after its modernisation. The audit officials demanded explanation on project components, status of the project at Jawaharnagar dump yard, funds being released by the government and other revenue issues involved in the project.
The queries were answered with some satisfying and some dissatisfying answers. To state an example, in the year 2008, GHMC took charge of Integrated Solid Waste Management (ISWM) at a cost of Rs 434 crore for scientific disposal of waste. The Environment Protection Training and Research Institute (EPTRI) implemented this project.
The project comprises of storage and primary collection of garbage,which includes street sweeping, transportation, capping and reclamation, compost facility and sanitary landfill and common facilities at Jawaharnagar and other dump yards. The cost of project was revised to Rs 504 crore later. Although the commercial work started in Feb 2012, but it is still not completed.
The officials defended themselves by blaming workers, municipal employees unions and court cases who protested against this.
