GHMC to use GIS to map all Assessed Properties in Hyderabad

There are 20 lakh households in Hyderabad as per the census data, whereas the assessed properties with the Greater Hyderabad Municipal Corporation (GHMC) is only 12.5 lakh.  Of the total, 10.5 lakh properties are residential, while two lakh are commercial properties. There is confusion over the huge difference in the number of properties in the city.

So to eradicate the confusion, GHMC has come out with a noble idea of using geographic information system (GIS) to map all assessed properties in Greater Hyderabad. “As part of GIS mapping, every building will be given a code with property tax identification number (PTIN). With GIS mapping, anybody can easily identify the number of floors, type of construction and usage with just a click of a button. If there is any under assessment, it can also be detected,” a senior GHMC official.

GIS mapping would be extended to the entire city to bring all unassessed properties under the tax net. The corporation is also planning to utilise the services of bill collectors for physical verification and correlate the data of properties available with census figures. It has also proposed to do door-to-door verification of households in blocks with the census data and the data available with the corporation. There are about 300 bill collectors who have been asked to verify the households in their respective jurisdiction.

Bringing the unassessed properties into the tax net, officials hope they could reach their target, Rs 1,300 crore property tax, for the fiscal 2011-12. In the last financial year 2010-11, the corporation had earned about Rs 525 crore.

When contacted, GHMC additional commissioner (Finance) K Shiva Parvathi said GIS mapping would be taken up on pilot basis and blocks would be finalised soon.
