Government issues audit structural stability of buildings

Illegal constructionIn order to put a stop to the rising illegal constructions in Mumbai, the government has issued directives to inspect stability of both new and old buildings in urban and semi urban areas in the state.

This is not the first time such an order has been issued. After a Borivli building collapsed, a structural audit provision was approved by the legislature which was also included in the building by-laws, which is yet to be enforced.

According to the government directives, civic bodies will arrange beat marshals in all the important areas to make sure that no new illegal constructions in Mumbai are coming up. Beat marshals would be engineers from local municipal corporation who would spot unauthorized construction activities in their areas and report it to the assistant municipal commissioner. Stringent actions will be taken against the beat marshals if they fail to do so.

The directive said that even the assistant municipal commissioner will not be spared if he/she does not take any action against the illegal constructions reported to him/her. The government has made it mandatory for all the buildings over 30 years to conduct their own structural audit.

The law says that an owner of a building or a housing society will have to enroll engineers for the check. If the owner or the housing society fails to carry out the order, the civic body concerned can conduct the check on its own and recover the charges from the society or the owner.

The civic body was also directed to make a complete list of unauthorized structures in their jurisdiction and to demolish all the illegal constructions that have come up in the last five years or so.
