Green provisions to be followed by plot owners
New Delhi: Soon a list of provisions will be set that have to be followed by those owning plots of size 3,000 square metre and above. An amendment has been proposed by management action groups to the Master Plan 2021 as per which the local bodies should ensure that building plans for such plots have a number of environment-friendly features in place.
Along with this, the Delhi Development Authority (DDA) is planning to give additional ground coverage and incentive FAR up to 5 percent based upon the number of provisions made in the building plan. It is also looking to start imposing penalty against non-enforcement.
No such provisions have been mentioned in the current Master Plan and MACs have suggested that the modifications should be followed by the developing agencies. Some of the key features proposed for layout plans include waste recycling, introduction of dual piping system, ground water recharge through rain water harvesting, using treated sewage water for non-potable uses like gardening, washing of vehicles, cooling towers etc, rooftop water harvesting system and many others.
According to MACs, all hospitals, commercial, industrial, hotels, restaurants, auto workshops etc will have to make arrangements for primary effluent treatment within the plot. Provision of cavity walls, atriums, shading devices in buildings will make them energy efficient. Solar heating devices will be provided on all plots with roof area of 300 sqm and above.
To encourage the new method, it has been proposed that local bodies shall provide 1 to 4 percent of extra ground coverage on each plot as incentive, depending on the number of provisions made in the layouts. Even 5 percent FAR is proposed to be given in rare cases. The incentives will be set based on the rating criteria prescribed by ‘Green Rating for Integrated Habitat Assessment’ for Green buildings.
Officials said that Delhiites who avail land pooling policy or large farmhouse owners will all be affected by this. The modifications will be discussed in the next DDA meeting after which suggestions and objections will be welcomed. DDA is likely to review the Master Plan by June-July this year.
