Green Signal To Allotment of Flats in Dwarka
The Delhi government has given the Green signal to allotment of flats in the disputed DDA housing societies in Dwarka.
The Delhi Chief Minister Sheila Dikshit said the government has resolved the complex issue of allotment of flats as most societies were under CBI probe. The state government has instructed the Registrar of Cooperative Societies (RCS) to forward the list of members to DDA for holding a draw of lots and regularize results of self-draws.
Dikshit said this will bring relief to those still awaiting allotments as they were paying hefty rents while paying EMI.
There are 68 Cooperative Group Housing Societies (CGHS) which are awaiting allotment in Delhi. Of the 68 societies, the government has cleared allotments in 64 CGHS covering those under CBI probe and normal societies which have conducted self-draws. The chief minister said the RCS has been advised to forward the list of members to the DDA for holding draw of lots in 42 societies which are under CBI scanner. These involve approximately 4,000 flats subject to certain reasonable conditions like furnishing of indemnity bond.
Similarly, in 22 societies involving 2,000 flats which have conducted self-draws, it has been decided that DDA will be instructed to regularize their cases subject to transparency of self-draws. Also affidavits should have been given by members and secretaries of societies.
The self-draw had earlier become a bone of contention between the state government and societies that went ahead with the draw despite threats from RCS. The registrar had also slapped notices on managing committees of societies and even police complaints were lodged against a few members and those behind the self-draws. However, after a series of Delhi High Court orders that hauled up the RCS for the delay in allotment, finally the case went in favour of the members who held self draws. The first step to regularize the self-draws was taken by the Lieutenant Governor.
The Lieutenant Governor had asked the Registrar of Cooperative Societies (RCS) and DDA to start regularising self-draws after taking individual affidavit from members.
