Haryana government quits BPL card verification for flats

EWS flatsChandigarh: The Haryana Government is planning to give up the process of verification of the Below Poverty Line (BPL) cards for allotment of plots and houses under the EWS quota.

The government had a practise of verification of genuineness of the BPL cards while allotting plots/flats reserved for the people belonging to the Economically Weaker Sections (EWS) in licensed colonies.

Observing that the provisions of the policy formed earlier were not being followed properly, the Haryana Department of Town and Country Planning had to take this decision.

After the drawing of lots, the list of all successful BPL candidates was forwarded to the district administration. But the authority failed to conduct the BPL verification process which caused excessive delay in the allotment process.

Even if the list is pending with the district administration for BPL cards verification, the Authority might issue allotment letters to successful candidates under intimation to the district administration, said official sources.

Once the draw of lots is completed, the successful candidates will have to provide an affidavit to the effect that in case his or her name is not given in the BPL list on the date of draw of lots, the allotment of flat would be cancelled and the entire amount deposited would be forfeited, said the official sources.

The civic body has passed the information to all Senior Town Planners and District Town Planners in the state. Even all the deputy commissioners in the state have been informed of this decision, said sources.

However, some of the market watchers are not ready to agree on this decision. They are of the opinion that, on a long term, this move might just end up in builders converting the EWS flats and plots into service apartments and sell them at market rates. In that way it would only be beneficial to builders than the EWS people.
