Kochi metro: DMRC to have small role
Kochi- Although the project work of Kochi metro is handed over to the Delhi Metro Rail Corporation (DMRC), the documents say a different story.
According to the documents, the role of the DMRC in handholding the metro will only be ornamental. The fate of Kochi metro was decided jointly by Federal Minister for Urban Development, the Delhi government and the DMRC on January 8, 2013. In this regard, a memorandum of understanding will soon be signed in January 2013.
During the meeting, the draft terms of engagement of the DMRC for the Kochi Metro was circulated among the members. The first clause of the agreement stated that the DMRC will not utilize any of their existing manpower for this project unless there is some urgency.
DMRC will handle design, tendering and supervision with advisor E M Sreedharan. It will also be accountable to invite tenders for Kochi Metro. The terms of engagement also made clear that only E Sreedharan will be available for any advise. He will delegate the responsibilities which will be jointly determined by DMRC and Kochi Metro Rail Ltd (KMRL)
Sources feel that it would not be possible for the Kochi metro to execute with only few existing experts, facility and manpower. But advisor E Sreedharan assured to run the project with the existing man power and resources in Kochi. The DMRC also agreed with him.
As per the agreement, the DMRC will not be responsible for any kind of scrutiny. But state convinced the DMRC to include accountability clauses in terms of quality, safety and performance.
