MCD officials may get share in property tax collection
To encourage officials to collect maximum tax, the civic agency may give share in property tax
In a bid to boost property tax collection in 2011-12, the Municipal Corporation of Delhi (MCD) is planning to give incentives to its officials for collecting taxes. The proposal will be discussed in the standing committee meeting on Wednesday. In 2011-12, close to 20 lakh new properties will be brought under the tax net.
As per the scheme, the junior-most property inspector will be given the highest share of the incentive on tax collected and the assessor and collector will get the lowest. By March 31, MCD will complete its biggest survey of properties, especially in unauthorized colonies and villages.
“We are likely to add 20 lakh properties in the next financial year. Once our survey is over, we will start the process of finding out how many of the newly identified properties have been paying taxes. The remaining properties will then be issued notices to clear their outstanding dues,” said a senior MCD official.
Each inspector will be expected to keep a record of the notices served by him and how many properties have paid the tax. The records will then be verified by a special committee. “MCD Property tax inspectors have to go from house to house to give the notices. We want to encourage them so that we can get maximum tax collection. An inspector can get maximum of Rs 1.5 lakh as incentive and senior officials can get Rs 1 lakh,” said an MCD official.
Earlier, MCD had announced a similar scheme, but not many officials came forward to collect the incentive as the amount was too less. MCD will complete its biggest survey of properties by March 31 and likely to add 20 lakh properties in the next financial year. All the newly identified properties will be give a 45-day notice to settle their dues, failing which the civic agency will issue an assessment order and property taxes from April 1, 2004, will be recovered.
