Minister accused of illegally allotting industrial plot

Bangalore- Violating the norms of the Karnataka Industrial Areas Development Board (KIADB), large and medium industries minister Murugesh Nirani, has allotted a prime industrial plot in Peenya to S Nagarathna, wife of environment minister Sogadu Shivanna, alleged an RTI activist.

Dinesh Kallahalli, the RTI activist, blaming Nirani, Shivanna and KIADB general manager Ashok R Manami for illegally allotting the land, demanded a CBI probe into the matter. He criticised that ministers were misusing powers to allot land for themselves.

According to the activist, Nagarathna, proprietor of M/S Swamy Offset Printers, had filed an application on Aug 26, 2008, requesting land for establishing a press and a go-down in Peenya industrial area, 1st stage, II phase. And surprisingly, on the same day she was called for an interaction, seeking details of the project. Along with submitting details, she even paid 3.5 lakh to the KIADB the same day.

The applicant had sought for 5,800 sq ft land of which 1,800 sq ft of land located between Housing Tenements and Pump House was allotted on Nov 6, 2008 and 4,000 sq ft land was allotted on Jan 1, 2009. Both the plots were sold for Rs 55.6 lakh while its actual market price at that time was Rs 10 crore, explains Dinesh.

Since Nirani was not authorised to allot the land, he had written a letter to the KIADB to allot the land. Dinesh added that Ashok R Manami, the general manager of KIADB was a relative of Nirani.

The possession certificate and documents were given to Nagarathna in June 2009. Within a month, KIADB had granted the land and within ten months, the land was given possession too. The authority was supposed to advertise in newspapers, fix the price for the land and auction it, among which none of the steps were followed.
