‘Mumbai’s development plan doesn’t include urban poor’
Can the civic body make a new development plan without asking the slum dwellers?
Though Mumbai city comprises of 70 percent slum dwellers, the civic body has established its new plan without consulting them. Till now the development plan has not done anything for the urban poor. The development plan has not made any housing , education or public health for the poor.
Yuva and Shahar Vikas Manch has uncovered the truth that the DP does not have a provision for the housing of urban poor. Moreover most of the Public Housing Scheme are in the areas where sanitation and water problem exists – like Pathanwadi, Appapada in the eastern side and Malvani on the western side.
DP has also not mentioned anything about the coastal villages which means no resources have been assign for them and every now and then they face the risk of demolition. It was found that P North ward has only four BMC dispensaries where as there should have been 48 dispensaries. It has only 10 maternity homes and one hospital.
The government claims that Mumbai will soon become a world class city like Shanghai but the possibility for that is doubtful as 70 percent of the population lives in slum.
It was suggested in the report prepared by the researchers that development plan should provide public housing and healthcare facilities to the urban poor and recognise the informal settlements for development and the same should be discussed with the stakeholders. Sitaram Shellar, a member of Yuva, suggest that the DP tenure should be changed to 5 years from 20 years.
